Thief River Falls, Minnesota<\/strong> (trfnews.i234.me<\/a>) \u2014 Investigators arrested Michael Allen Powell<\/strong>, 47.<\/p>\n

They were serving a warrant at Riverside Terrace.<\/p>\n

Court records say the warrant followed a missed arraignment.<\/p>\n

The missed court date involved a predatory offender registration case filed Dec. 31.<\/p>\n

Powell now faces two felony charges in Pennington County.<\/p>\n

They include a predatory offender registration charge and a meth charge tied to a school zone.<\/p>\n

Arrest at Riverside Terrace<\/h2>\n

According to the complaint, police and sheriff\u2019s investigators went to Riverside Terrace on Jan. 26.<\/p>\n

They went there to find Powell and take him into custody.<\/p>\n

Investigators said they spoke with someone at Powell\u2019s last known apartment.<\/p>\n

That person said Powell was upstairs in his uncle\u2019s apartment.<\/p>\n

Investigators waited near the elevator, the complaint says.<\/p>\n

They then met Powell near the elevator area.<\/p>\n

He was arrested on the warrant.<\/p>\n

Meth allegation in a school zone<\/h2>\n

Investigators said they found a sunglasses case during the contact.<\/p>\n

The case allegedly held a glass pipe.<\/p>\n

The pipe had burn marks on one end, records say.<\/p>\n

Investigators said there was white residue on the other end.<\/p>\n

A field test was positive for meth, according to the complaint.<\/p>\n

The item was sent for lab testing.<\/p>\n

The complaint lists the Minnesota Bureau of Criminal Apprehension as the lab.<\/p>\n

The complaint also says Riverside Terrace is within 300 feet of a school zone.<\/p>\n

That claim supports a third-degree drug charge, court records say.<\/p>\n

Registration issue and phones<\/h2>\n

Investigators said Powell had two cell phones at the time.<\/p>\n

In a statement, Powell allegedly said the pipe would test positive for meth.<\/p>\n

He also allegedly said he had relapsed.<\/p>\n

He told investigators he used meth daily since mid-November, records say.<\/p>\n

Powell also allegedly said he bought a new phone about two weeks earlier.<\/p>\n

Investigators asked if he updated his registration paperwork.<\/p>\n

Powell allegedly said he did not update his phone number.<\/p>\n

He also allegedly said one phone was used to get meth.<\/p>\n

Prior convictions listed<\/h2>\n

The complaint lists prior registry-related convictions in multiple states.<\/p>\n

It cites a felony registry violation in St. Croix County, Wisconsin, in May 2020.<\/p>\n

It also cites a felony failure-to-register conviction in Ramsey County, North Dakota, in January 2005.<\/p>\n

The complaint further cites a felony failure-to-notify conviction in Marshall County in April 2002.<\/p>\n

Powell remains charged, and the case is pending in court.<\/p>\n
