Investigators say a search found suspected drugs near two infants.<\/p>\n<p><strong>Judy Ann Birr<\/strong>, 38, of Hancock, is charged with one felony count. She also faces two gross misdemeanor counts.<\/p>\n<ul>\n<li>Felony: Store meth paraphernalia in a child\u2019s home (152.137.2(a)(4)).<\/li>\n<li>Gross misdemeanor: 5th-degree possession of cocaine (152.025.2(a)(1)).<\/li>\n<li>Gross misdemeanor: 5th-degree possession of methamphetamine (152.025.2(a)(1)).<\/li>\n<\/ul>\n<h2>What investigators say happened<\/h2>\n<p>According to the complaint, a regional task force served a search warrant on January 21, 2026. The warrant targeted an apartment in the 90 block of Washington Avenue in Hancock.<\/p>\n<p>The complaint lists the team as the <a href=\"https:\/\/www.kcmn.us\/departments\/sheriff\/departments\/cee_vi_drug_task_force.php\" target=\"_blank\" rel=\"noopener\">CEE-VI Drug Task Force<\/a>. Investigators said Birr was inside with two children.<\/p>\n<p>Court papers identify the children as Child 1 and Child 2. Child 1 was born in December 2025. Child 1 was about one month old.<\/p>\n<p>Child 2 was born in February 2025, the complaint says. They reported finding a small baggie with about 0.18 grams of powder. They said it tested positive for cocaine.<\/p>\n<p>Agents also reported items on a nightstand in the same room. They listed a digital scale, snort tubes, and a dollar bill with white powder.<\/p>\n<p>They also described a makeup container holding a line of crystal substance. Investigators said the substance weighed about 0.08 grams. They reported it tested positive for methamphetamine.<\/p>\n<p>Investigators also reported seeing \u201cmeth lines\u201d in the room. Two infants were present in the home, the complaint says.<\/p>\n<h2>Charges and court status<\/h2>\n<p>The felony count cites <a href=\"https:\/\/www.revisor.mn.gov\/statutes\/cite\/152.137\" target=\"_blank\" rel=\"noopener\">Minn. Stat. \u00a7 152.137<\/a>, subd. 2(a)(4). The possession counts cite <a href=\"https:\/\/www.revisor.mn.gov\/statutes\/cite\/152.025\" target=\"_blank\" rel=\"noopener\">Minn. Stat. \u00a7 152.025<\/a>, subd. 2(a)(1).<\/p>\n<p>After a rights warning, Birr allegedly admitted to using meth the night before. She reportedly said the cocaine was a birthday gift.<\/p>\n<p>Judge <strong>Melissa Listug<\/strong> set bail at $0 with conditions. The court also set $10,000 bail without conditions.<\/p>\n<p>Release terms include obeying the law and attending all court dates.
