Mahnomen County, MN (trfnews.i234.me) – A Wisconsin man is facing five charges in Mahnomen County after being pulled over for erratic driving and found to be intoxicated behind the wheel.
On June 15, 2025, Officer Erik Jax responded to a complaint of a vehicle “driving all over the road” on U.S. Highway 59. He located the vehicle—an old squad car with a white top—driven by Jarrod Joseph Blackburn, age 40, of Winneconne, Wisconsin.
Officer Jax observed multiple traffic violations, and once stopped, Blackburn admitted to drinking at a casino. Field sobriety tests showed clear signs of impairment, and a preliminary breath test revealed a blood alcohol concentration of 0.222—nearly three times the legal limit. A later DMT test confirmed a BAC of 0.15.
Further investigation uncovered an open bottle of alcohol, open cannabis packaging, a lack of insurance, and that Blackburn’s driver’s license was suspended. He now faces the following charges:

Blackburn also has a prior DWI conviction in Wisconsin from 2019.
