If more people went out looking for him there would be more tips to law enforcement. I personally have the time where I could go driving around looking for signs, but truly the locals in those areas would know best if anything is out of place or someone hiding in the woods. But I can also understand the locals being scared to go out and investigate considering he is dangerous… so it's a bit complicated.
