Thief River Falls (trfnews.i234.me) – A Thief River Falls man has been cited and arrested after allegedly violating a restraining order on Halloween afternoon.

The Pennington County Sheriff’s Office received the report at 4:39 p.m. on October 31. According to the complaint, deputies responded to a call involving harassment and a suspected restraining order violation.

Authorities say 18-year-old Joseph Arley Hillstad of Thief River Falls was found driving with a girl he is prohibited from having contact with due to an existing court order.

Deputies cited Hillstad for harassment – violation of a restraining order. He was then taken into custody. No additional details about the protective order were released in the initial report.
