A Regular Meeting of Independent School District #564 Board of Education was held Monday, November 8, 2021, beginning at 6:00 p.m. in the DSC Board Room. The following board members were present: Mike Spears, Misty Hempel, Michelle Westerman, Chris Melbye and Craig Mattson. Members absent were: Wayne Nomeland and Ryan Walseth.
Staff members present were: Melissa Bushy, Tony Greene, Scott Brekke, Patrick Marolt, Mike Biermaier, Danielle Schantz, Amber Lindgren, Jessica Snoozy and Tanya Monson-Ek.
Also present were: Kaden Mostrom, Jillian Niebuhr, Marlene Anderson and Dave Hill.
The Pledge of Allegiance was recited.
Vice Chair Misty Hempel called the meeting to order at 6:00 p.m. and Clerk Mike Spears confirmed that a quorum was present.
A motion was made by Mike Spears and seconded by Craig Mattson to approve the November 8, 2021 agenda as presented. Motion carried.
A motion was made by Michelle Westerman and seconded by Mike Spears to approve the minutes of the October 25, 2021 Regular Board Meeting as presented. Motion carried.
A motion was made by Chris Melbye and seconded by Mike Spears to approve the bills as submitted and on file in the School District Business Office. Motion carried.
Public Comment: None.
Superintendent’s Report: Our COVID numbers are still low.
As you know, the referendum didn’t pass. ALthough we are disappointed, I want to assure you that we will stay focused on our Strategic Plan as we start preparing for budget cuts. We have scheduled a work session for November 17 from 11-12:30 pm where we will start some discussions about the process moving forward.
Josh Watne has been offered and accepted the position of Dean of Students at Franklin Middle School.
On November 4, 2021, OSHA released the COVID-19 vaccination Emergency Temporary Standard (ETS). The ETS requires all employers with 100 or more employees “to ensure their workforce is fully vaccinated or require any workers who remain unvaccinated to produce a negative test result on at least a weekly basis before coming to work. We are preparing for this, however, we are still waiting for final confirmation that this is taking effect.
Committee Reports: Amber Lindgren gave a recap from the October 27, 2021 Negotiations Committee meeting.
Principals’ Report: Patrick Marolt, CES, Tony Greene, FMS, and Scott Brekke, LHS, each gave updates on their school.
Student Reports: LHS Senior, Kaden Mostrom, provided an update on current and upcoming events at Lincoln High School.
Presentations: Jessica Snoozy, ISD 564 Food Service Manager, presented an update from Food Service.
Danielle Schantz, NW Online Learning Academy Administrator, shared a presentation on the online program being offered this year in our district.
Real World Authentic Opportunities:
Voice and Choice: A motion was made by Michelle Westerman and seconded by Craig Mattson to approve the RESOLUTION of Governing Board, ISD 564 School Board, supporting ‘Form A’ application to Minnesota State High School League Foundation for a grant to offset student activity fees. Motion carried.
A motion was made by Michelle Westerman and seconded by Mike Spears to approve the Academic Calendar – Option 1 for the 2022-23 school year. Motion carried.
Safety (Strategic Direction D): Staff Growth:
A. A motion was made by Chris Melbye and seconded by Craig Mattson to approve the Consent Agenda and as appropriate, per negotiated contract, salary and benefits and an acceptable background check. Motion carried.
1. A Approve the employment of Janet Wiskow, Payroll & Benefits Specialist, effective November 3, 2021.
2. Accept the resignation of Angela Westlin, Head Cook, LHS, effective November 30, 2021.
3. Accept the resignation of Rosalind Reishus, Student Services/Library Aide, FMS, effective November 12, 2021.
4. Accept the resignation of Connor Fawcett, Cleaner, effective October 26, 2021.
5. Accept the resignation of Rachel Hatherlee, Paraprofessional, effective November 5, 2021.
B. A motion was made by Mike Spears and seconded by Michelle Westerman to accept the retirement of Mary Anderson after 21 years as a Special Education Teacher, FMS, effective December 31, 2021. Motion carried.
C. A motion was made by Craig Mattson and seconded by Mike Spears to approve the Memorandum of Agreement between Anthony Greene, Interim Principal of Franklin Middle School, Thief River Falls Principals’ Association, and ISD 564, effective November 1, 2021 – June 30, 2022. Motion carried.
D. A motion was made by Craig Mattson and seconded by MIke Spears to approve the following 2021-22 Extracurricular Assignments: Motion carried.

Strong Fiscal Management: A motion was made by Mike Spears and seconded by Chris Melbye to approve the RESOLUTION relating to canvassing returns of the Special Election. Upon a roll call vote, the following voted in favor of: Spears, Hempel Mattson, Melbye, and Westerman. Absent: Walseth and Nomeland. Motion carried.
BE IT RESOLVED by the School Board of Independent School District No. 564 (Thief River Falls), Minnesota that the special election held in and for the School District on November 2, 2021, was in all respects duly and legally called and held, the returns thereof have been duly canvassed, and the votes cast at the special election for and against the question submitted to the electors were as follows:

Renewal of Expiring Referendum Revenue Authorization;
Approval of New Authorization
The board of Independent School District No. 564 (Thief River Falls), Minnesota has proposed to renew the existing property tax referendum authorization of $90.04 per pupil that is scheduled to expire after taxes payable in 2021, and increase the School District’s general education revenue by $987.53 per pupil, subject to an annual increase at the rate of inflation. The proposed referendum revenue authorization of $1,077.57 would be first levied in 2021 for taxes payable in 2022 and applicable for ten (10) years unless otherwise revoked or reduced as provided by law.
Shall the renewal of the expiring property tax referendum and the increase in the general education revenue proposed by the board of Independent School District No. 564 (Thief River Falls) be approved?

The ballot question, having not received the approval of a majority of the votes cast, is hereby declared not to have carried.
Pursuant to Section 126C.17, Subdivision 9 and Section 205A.07, Subdivision 3a, the Clerk is hereby instructed to notify the Commissioner of Education of the results of the special election and to provide the certified vote totals for the ballot question in written form within 15 days after the results have been certified by the Board.
1. First reading of MSBA 413 Harassment and Violence policy w/ changes. This policy will be approved at the November 22, 2021 board meeting.
2. First reading of MSBA 501 School Weapons policy w/ changes. This policy will be approved at the November 22, 2021 board meeting.
3. First reading of MSBA 503 Student Attendance policy w/ changes. This policy will be approved at the November 22, 2021 board meeting.
4. A motion was made by Mike Spears and seconded by Craig Mattson to approve the renewal of MSBA 619 Staff Development for Standards policy w/ no changes. Motion carried.
5. A motion was made by Chris Melbye and seconded by Michelle Westerman to approve the renewal of MSBA 203.2 Order of the Regular School Board Meeting policy w/ changes. Motion carried.
