On March 9 at 3:51 p.m., the sheriff’s office received a report of an accident near the intersection of Center Street West and Pembina Trail. At the time of the accident, Brett M. Osse of Thief River Falls was driving a 2014 Toyota Sequoia eastbound on Center Street. His vehicle then struck a deer. Osse suffered unknown injuries and was transported by ambulance to Sanford Medical Center.
Interference with a 911 call and domestic assault
On March 12 at about 11:53 p.m., police received a 911 call from a home in the 1200 block of Christoper St. A frantic woman could be heard screaming twice that she needed someone at the home. The line then went dead. Jonathan Dewayne Lefever, 31, Thief River Falls, has been charged with interference with a 911 call and domestic assault. He was arrested. Two police officers and a police sergeant were then dispatched to the home. While police were en route, dispatch called the phone number back. Lefever allegedly answered, saying his son had called and was only playing Fortnite. Police continued to make their way to the scene. Upon arriving, they found Lefever and his son in the living room and a woman elsewhere in the home. The boy was crying hysterically and saying he didn’t want his dad to go to jail. The woman told police that Lefever had allegedly been verbally and physically aggressive over the last few days. She said they had argued all day about computer-related things and creating a second Facebook account for Lefever. The woman said both had been drinking alcohol, but he had consumed more alcohol than she had. Their arguments became more heated since she hadn’t helped him and was making supper for their son. He called her names. At some point, after the woman had grabbed a phone, Lefever followed her into a bedroom, where he threw her laptop computer and their son’s school computer against a wall. He allegedly slapped her several times, began wrestling with her, and threw her around a bedroom and against a wall. He placed her in some holds and grabbed her by the neck from behind. She called 911, but he had grabbed the phone away from her and said she was nothing but a “cop caller.” However, she was able to tell dispatch that help was needed. Red marks were visible on her back and both of her arms. She also suffered scratches on her side. She had also suffered a bruise to her arm. She said the latter injury had happened a night earlier.
On March 9 at about 1:21 a.m., police received a report that a suspicious person was standing against the Thief River Falls Eagles Club and then ran away after seeing the passerby. Misty Dawn Liles, 30, Oklee, has been charged with fourth-degree assault. She was arrested. Upon responding, the officer encountered Liles and an unknown man standing on the west side of the building. Liles began walking or running to the north. She appeared to be intoxicated. The man told the officer that he was planning to give Liles a ride home at the request of Liles’ boyfriend. However, Liles, who had been drinking alcohol, wasn’t cooperating. According to the complaint, the officer followed Liles for her own safety and to ensure she didn’t damage any property. She was saying things that didn’t make sense. Her boyfriend arrived and tried to speak with her. At one point, she began walking toward the river. The officer stopped her, planned to take her to his squad vehicle, and then drive her home. However, as the officer was holding onto her to ensure she wouldn’t fall down, Liles allegedly stomped on the officer’s foot multiple times despite being told that she would potentially be charged with assaulting a peace officer. The officer placed her onto the ground and handcuffed her. He was unable to check the tightness of the handcuffs since Liles was squirming a lot. A preliminary breath test was soon conducted and registered a result of 0.243. She was able to slip one of her hands out of her handcuffs while in the back of a squad vehicle. She also spits in the direction of the officer while he and other officers were attempting to remove her from the squad vehicle. The officer was able to place her onto the ground. The officers were able to re-handcuff Liles, place a spit hood on her and escort her into the jail. Amid safety concerns for Liles and themselves, jail staff later requested assistance from police as they changed her clothing into jail-issued clothing.
Fifth-degree controlled substance crime, third-degree driving while impaired, and driving after revocation
On March 11 at 1:17 p.m., police performed a traffic stop in the 1700 block of Hwy. 59 S. Tanya Lynn Aery, 32, Thief River Falls, has been charged with fifth-degree controlled substance crime, third-degree DWI, and driving after revocation. The report didn’t list the drug or the amount of the drug.
On March 5 at 11:46 p.m., police performed a traffic stop near the intersection of Merriam Avenue and Hughes Street. Esteban Lopez, 26, Thief River Falls, has been charged with third-degree DWI. He was arrested.
Second-degree DWI and carrying a pistol under the influence of alcohol
On March 6 at 12:10 a.m., police performed a traffic stop near the intersection of Eighth Street and Reserve Avenue. Kyle Lee Farland, 42, Thompson, Iowa, has been charged with second-degree DWI and carrying a pistol while under the influence of alcohol. He was arrested.
First-degree refusal to submit a chemical test and open container
On March 6 at 3:07 a.m., police performed a traffic stop near the intersection of Barzen Avenue and Second Street. Abel Mejia, 37, Rusk, Texas, has been charged with first-degree refusal to submit to a chemical test and open container. He was arrested.
Third-degree DWI, driving after cancellation – inimical to public safety and open container
On March 6 at 5:54 p.m., the sheriff’s office received a report that a man appeared to be passed out in his vehicle in the middle of the road near the intersection of 200th Street Northeast and 150th Avenue Northeast. William Augustus Hillyer, 57, Thief River Falls, has been charged with third-degree DWI, driving after cancellation – inimical to public safety and open container. He was arrested.
Accident and no driver’s license in possession
On March 5 at 10:53 p.m., police received a report of an accident in the municipal parking lot commonly referred to as the Knight Avenue parking lot (adjacent to Floyd B. Olson Park). At the time of the accident, Joseph L. Peralta of Thief River Falls was backing a 1995 GMC Sierra. His pickup truck then struck a parked 2006 Kia Rio owned by Kurtis J. Tormanen of Thief River Falls. No injuries were reported. Peralta has been cited for no driver’s license in possession.
On March 6 at 7:54 p.m., police received a report of a burglary at Northland Village, 1516 Hwy. 1 E. Someone had stolen a flat-screen TV and Xbox belonging to a Hominy, Okla., man.
On March 6 at 10:08 p.m., police allegedly observed littering near the intersection of Main Avenue and Seventh Street. William Guy Fish, 32, Thief River Falls, has been cited for littering. While walking along Main Avenue, he allegedly threw trash on the ground and left it there.
On March 6 at 11:51 p.m., police performed a traffic stop in the 1700 block of Hwy. 59 S. Robert Costello, 49, Woodland Park, Colo., has been charged with third-degree DWI. He was arrested.
On March 7 at 11:01 p.m., police performed a traffic stop near the intersection of Third Street and Crocker Avenue. Kyle Ray Taylor, 28, New Carlisle, Ohio, has been charged with third-degree DWI. He was arrested.
Accident and duty to drive with due care
On March 8 at 10:34 a.m., police received a report of an accident at the intersection of Muzzy Street and Kneale Avenue. At the time of the accident, Andrew Donald Nord of Thief River Falls was driving a GMC Sierra eastbound on Muzzy Street. According to the report, he failed to slow for the intersection. His vehicle then collided with a 2009 Ford F-250 driven by Tyler A. Maurstad of Argyle. Maurstad was traveling southbound on Kneale Avenue at the time. No injuries were reported. Nord has been cited for duty to drive with due care.
On March 9 at 7:48 a.m., police performed a traffic stop near the intersection of 140th Street Northeast and Highway 59. Brady Dean Phillips, 25, Oklee, has charges pending for DWI. He has been arrested.
On March 9 at 8:35 a.m., police received a report of theft outside of 402 Main Ave. N. Someone had stolen a purse out of a vehicle.
On March 9 at 10:57 a.m., the sheriff’s office received a report of a burglary at 207 Minnesota Ave., St. Hilaire. Someone had stolen two submersible pumps and a battery charger out of a garage.
On March 13 at 5:08 a.m., police received a report of a possible domestic disturbance at 1227 Stephen St. Denise Jeanette Wallace, 37, Thief River Falls, has been cited for disorderly conduct. She was arrested.
On March 13 at 5:45 a.m., the sheriff’s office performed a traffic stop near the intersection of 230th Avenue Northeast and 180th Street Northeast. Clint Stewart Panek, 34, Goodridge, has been cited for DWI. He was released when he was sober.

On March 14 at 8:56 a.m., police received a report of an animal at large at 127 Snetting Dr. Michael John Swanson, 40, Thief River Falls, has been cited for dog/cat at large.
