A Thief River Falls man has been charged in Pennington County District Court after a sheriff’s deputy found him and a 14- year-old girl in various states of undress in October.
Isaac Ryan Johnson, 18, has been charged with felony third-degree criminal sexual conduct. He was arrested.
The complaint was filed Wednesday, May 5. The charge stemmed from an Oct. 5 incident at the wastewater treatment ponds, which are commonly referred to as the lagoon, in rural Thief River Falls. The deputy observed a parked vehicle occupied by Johnson and the girl, who were in various states of undress.
The deputy allowed them to get dressed. He then called the girls’ parents, asking them to pick her up at the lagoon and advising them to have a sexual assault examination completed on the girl at the Sanford Medical Center Emergency Room.
Johnson allegedly admitted that he had engaged in sexual conduct with the girl and knew she was 14. He said they also had sexual intercourse within the previous month. Johnson told the deputy that there were lewd photos of the girl on his phone.
The deputy later saw numerous pornographic photos of the girl on Johnson’s phone and Snapchat account.
The deputy also obtained buccal swab samples from both of Johnson’s hands. The samples were sent to the Minnesota Bureau of Criminal Apprehension to determine if her DNA were present.
