Becker County, Minnesota – Thomas Steven Libby, 62, was arrested in Becker County on February 18, 2025, for refusing to submit to a chemical test following a suspected DWI stop.

Libby was charged under Minnesota Statute 169A.20.2(1), which applies to individuals who refuse to take a breath, blood, or urine test after being lawfully requested to do so by law enforcement during a DWI investigation.
