Beltrami County (trfnews.i234.me) – An 18-year-old from New York Mills, Minnesota, is facing gross misdemeanor charges after allegedly threatening to shoot a home and kill a child, causing serious emotional distress to a family in Beltrami County.
According to a complaint filed in Beltrami County District Court, deputies responded to a welfare check on April 22, 2025, after Porfirio Payan allegedly sent violent threats to two women and a young girl. The messages, dated April 21, reportedly stated intentions to shoot their house and murder a child.
Victims K.J. and K.D. shared the disturbing messages with Deputy Michael Frees, leading to Payan being charged under Minnesota Statute 609.749.2(b)(3) — harassment causing or reasonably expected to cause substantial emotional distress.
Payan now faces up to 364 days in jail and/or a $3,000 fine.
