Roseau, Roseau County (trfnews.i234.me) Amanda Cristine Lisburg, 45, of Badger, is charged with two gross misdemeanor third-degree DWIs.
Traffic Stop
Court records say a Minnesota State Trooper stopped her 2018 Jeep Wrangler at about 11:55 p.m. The stop was on Friday, January 30, 2026. The trooper saw a left turn onto State Highway 89. The trooper said the front driver-side tint looked too dark. The complaint lists the tint at about 18%.
Alcohol Signs and Statements
The trooper reported an odor of alcohol in the Jeep. The vehicle owner sat in the passenger seat. She said she was not driving. Troopers identified Lisburg as the driver.
Lisburg told the trooper she drank “two beers,” the complaint says. She said one drink was in Badger. She said another was at the Center Bar. The report mentions Busch Light.
The trooper noted bloodshot, watery eyes. He gave a horizontal gaze test. The complaint says it showed four of six clues.

Cold Weather and Breath Tests
The complaint says it was near -10 degrees. Troopers did not do balance tests in the cold. Lisburg agreed to a roadside breath test. The complaint lists the result as .100.
Troopers took Lisburg to the Roseau County Jail. A later evidentiary breath test read .09 at 12:28 a.m., records say.
Charges and Court Conditions
Prosecutors charged Lisburg under Minnesota Statute 169A.20. One count cites subdivision 1(1). A second count cites subdivision 1(5). The complaint says she has a prior impaired driving conviction in North Dakota. That conviction was within the past ten years.
The case was filed on February 2, 2026. Judge Tamara Yon set bail at $0 with conditions. The court also set an option of $12,000 cash or bond without conditions. A next court date was not listed.
