Roseau County (trfnews.i234.me) — A driver faces charges after a bus stop arm report near Roseau.

Court records say Shawn Robert Neustel, 49, of Verona, North Dakota, is charged.

He faces a gross misdemeanor school bus stop arm violation count.

The complaint lists the offense date as January 9, 2026.

What the complaint says happened

The report says it happened at 7:56 a.m. on Highway 11 near 370th Avenue.

A Roseau-area school bus was stopped to pick up children, according to the filing.

The bus was eastbound and stopped at a driveway on the south side.

Two children were outside the bus and near the steps, the driver reported.

The bus driver, Bryan Palmer Olson, said he used amber lights before stopping.

He said he then turned on red flashing lights and extended the stop arm.

Olson said the warning distance was about a half mile.

He said a semi-truck kept coming from the westbound lane.

Olson said he sounded the bus horn as the truck approached.

He said the truck braked only moments before passing the bus.

He said the truck moved partly onto the shoulder.

Olson estimated the passing speed at 30 to 40 mph.

Witness account

A witness, Simone Suzette Erickson, said she brought her children to the stop.

She said the semi came toward the bus at highway speed.

She said it did not slow until it was next to the bus.

Erickson estimated the semi was near 60 mph before braking.

She described a silver semi pulling a low-boy trailer.

She said a red tractor was on the trailer.

Driver statement

A state trooper later located a similar semi on Highway 11, records say.

The stop was near 130th Avenue, according to the complaint.

The filing says Neustel admitted he passed a school bus.

Neustel said he first thought he saw an oversized truck.

He said he noticed amber lights that turned red.

He said he then saw the bus stop sign extended.

Neustel said he tried to brake but could not stop in time.

He estimated his speed at about 40 mph.

Law and penalties

Minnesota law requires drivers to stop for a bus stop arm and red lights.

The rule is in Minnesota Statute 169.444.
