Roseau County Man Accused of Strangling Daughter-in-Law During Heated Dispute – trfnews.i234.me

Roseau County (trfnews.i234.me) – A 71-year-old man from Guaynabo, Puerto Rico, is facing felony and misdemeanor domestic assault charges after a disturbing altercation on May 19, 2025, at the Meadows Apartments in Roseau.

Jose Enrique Silva Santiago, DOB 12/10/1953, was charged with:

  • Count I: Domestic Assault by Strangulation (Felony – Up to 3 years and/or $5,000 fine)

  • Count II: 5th Degree Domestic Assault (Misdemeanor – Up to 90 days and/or $1,000 fine)

According to the police complaint, Officer Mattias Huglen responded to a reported fire but encountered a domestic violence situation instead. The alleged victim, Santiago’s daughter-in-law, told police via Spanish interpreter that Santiago had grabbed her by the neck, thrown her to the ground, and choked her for 20–30 seconds. She also showed a visible injury to her shin.

Santiago reportedly admitted to grabbing her. Witnesses stated that tensions arose after an argument where Santiago believed she had disrespected him.

The case remains under investigation, and Santiago has been ordered to appear in court. Failure to do so may result in additional charges under Minnesota Statute 609.49.
