REQUEST FOR PROPOSALS:
The City of Thief River Falls, MN, Request for Proposals for Tow Company Services
Proposals shall be received by City Administrator, City Hall, 405 3rd Street East, P.O. Box 528, Thief River Falls, MN 56701, not later than 10:00 am December 23rd, 2022.
Proposals shall be publicly opened in City Hall, 1st Floor, at 10:30 a.m.
The RFP is available by request from the City Administrator’s office.
The City of Thief River Falls reserves the right to reject any or all bids, waive technicalities, and make award(s) as deemed to be in the best interest of the City. The proposal will be awarded on January 3, 2023 during the City Council meeting at 5:30 pm.
1.01 Purpose of the RFP
This Request for Proposal (RFP) is issued by the City of Thief River Falls, MN, (hereinafter referred to as the “City”). The purpose of this RFP is to establish a contract with a qualified Tow Company Service.

1.03 Return Mailing Address and Deadline for Receipt of Proposals
Offerors must submit one (1) original hard copy (marked “Original”) and three (3) hard copies of the proposal in a sealed envelope or package.
Envelopes or packages containing proposals must be clearly addressed as described below to ensure proper delivery and to avoid being opened by the City before the deadline for receipt. Envelopes or packages must be addressed as follows:

Proposals must be received by the City Office at the location specified no later than 10:00 a.m., Central Standard Time, on December 23, 2022. Proposals will be publicly opened at 10:30 p.m. in the City Council Chambers. Proposals may not be delivered orally, by facsimile transmission, by other telecommunication, or electronic means. Offerors assume the risk of the method of dispatch chosen. The City assumes no responsibility for delays caused by any delivery service. Postmarking by the due date will not substitute for actual proposal receipt by the City. An Offeror’s failure to submit its proposal prior to the deadline will cause the proposal to be rejected. Late proposals or amendments will not be opened or accepted for evaluation. Proposal will be awarded on January 3, 2023 during the City Council meeting at 5:30 p.m.
