Ramsey Co.: Devil’s Lake Officer Charged With Terrorizing

Ramsey County (trfnews.i234.me) – A Devil’s Lake police officer charged in connection with a standoff has now made his first court appearance. On Monday, September 15, Rey W. Hennen appeared in court to face a felony terrorizing charge.

The court set his bail at $25,000. Hennen was also ordered to have no contact with victims and to surrender his firearms. He applied for a court-appointed attorney. A future court date has not yet been scheduled. Officials noted that the case has been turned over to the North Dakota Attorney General’s office to avoid a conflict of interest with the local state’s attorney, who works closely with the police department.

The charges stem from a standoff last week in Devil’s Lake that ended around 9:30 a.m. on Tuesday. According to the criminal complaint, Hennen allegedly threatened to shoot himself while engaging with law enforcement at his home. At the time, his children were inside the residence, and neighbors were forced to evacuate or shelter in place. He reportedly suffered a self-inflicted gunshot wound during the incident.

An arrest warrant was issued shortly after the standoff, and Hennen was taken into custody. He is currently being held at the Ramsey County Jail. No further probable cause documents have been filed at this time.

The case remains under review by state prosecutors. Terrorizing is a serious felony under North Dakota law and carries significant penalties. The community is closely watching developments in this case, given Hennen’s role as a police officer.
