Polk County Woman Charged in Meth, DWI Case

East Grand Forks (trfnews.i234.me) – A North Dakota woman is facing felony and misdemeanor charges in Polk County following a traffic stop that led to a methamphetamine discovery near a city park.

According to a criminal complaint, Amanda Lynn Roper, 41, of Grand Forks, was stopped in East Grand Forks on August 5, 2025. Police say she was driving a Honda Civic without headlights during rain, which is required by Minnesota law.

When the car finally came to a stop, Roper appeared to show signs of drug use. Officers noted rapid speech, glossy eyes, and visible scabs. She admitted to past drug use and gave consent for a vehicle search.

During the search, officers found a pink makeup bag behind the driver’s seat. Inside were baggies, a digital scale, and a substance that field-tested positive for methamphetamine. The total weight was recorded at 1.8 grams. Police also found a butane torch in the center console.

Roper provided a urine sample, which tested positive for methamphetamine. She admitted to using earlier in the day and said she had purchased meth on August 4. She also claimed ownership of the makeup bag and the drugs inside.

Because the vehicle was parked within 300 feet of Sherlock Park, the felony charge was elevated under Minnesota law. Roper is now charged with felony controlled substance crime in the third degree – possession in a prohibited zone and misdemeanor fourth-degree driving while impaired.

If convicted, she faces up to 20 years in prison and a $250,000 fine for the felony drug charge, and up to 90 days in jail and a $1,000 fine for the DWI.

The case is under review in Polk County District Court.
