Pennington County Man Charged With 5 Child Sex Felonies

Pennington County (trfnews.i234.me) — A Pennington County man faces five first-degree criminal sexual conduct charges after a recent court complaint.

According to a complaint in Pennington County District Court, 9th Judicial District, prosecutors have charged Delwin Guy Johnson, 43, of Thief River Falls, with five felony counts of first-degree criminal sexual conduct.
The alleged crimes involve four children under age 13.

The charges are filed under Minnesota Statute 609.342, subdivision 1(a), which covers first-degree criminal sexual conduct.
Each count carries a possible sentence of up to 30 years in prison, a $40,000 fine, or both.

The complaint states that four siblings were removed from the home of their biological mother, Denise Wallace, and stepfather, Johnson, due to ongoing abuse concerns.
In June 2022, a referral was made to the Family Advocacy Center–style child abuse evaluation program for possible sexual abuse.

During medical and forensic evaluations, one child, identified in court papers as Child 1, reported repeated sexual abuse by Johnson over several years.
That child was under 13 during the alleged assaults.
Other siblings, identified as Child 2, Child 3, and Child 4, also reported sexual abuse in the home.

The complaint says one child later sent a detailed text message to a guardian describing repeated assaults by Johnson and alleged sexual abuse involving Wallace.
The guardian then contacted social services, which scheduled a forensic interview in January 2023.

In that interview, Child 1 reported multiple incidents of anal penetration by Johnson and described pain and injury.
The child also reported an incident in which Wallace allegedly used a sex toy to assault them.
The complaint further states that Child 1 described seeing Johnson assault younger siblings.

Another child reported waking up in a shared bed and seeing Johnson remove a sibling’s underwear and touch their private area.
The complaint alleges similar conduct toward a second younger sibling.
The children told interviewers they were scared and in pain during these incidents.

In September 2025, one of the adoptive parents contacted a local police chief
about new disclosures.
According to the complaint, the parent reported that Child 1, Child 3, and Child 4 had shared more details of past sexual abuse by Johnson and Wallace, including being forced to watch the adults have sex.

The parent also told investigators that Johnson and Wallace now live near the family’s home and that the children fear for a new baby due to the alleged past abuse.
The complaint notes that Johnson has prior felony and misdemeanor convictions,
including a third-degree assault case.

Court records show the case is filed under Pennington County Court File No. 57-CR-25-739 and Prosecutor File No. 25-600-94.
Johnson is charged with five counts of first-degree criminal sexual conduct, spanning alleged offense dates from 2019 through 2022.

Johnson has not been convicted on these new charges.
He is presumed innocent unless and until proven guilty in court.
