Pennington County: DWI Charge Dismissed, Multiple Cases

The latest Pennington County Citation Disposition Bulletin includes a dismissed driving-while-impaired charge and several other cases involving local residents and motorists cited across Minnesota.

Thief River Falls Police Department Cases

Arden Alan Comstock, 70, of Thief River Falls — A third-degree DWI charge with one aggravating factor and a test result between 0.08 and 0.15 was dismissed.

Joey George Lalonde, 19, of Thief River Falls — Granted a stay of adjudication for a disorderly conduct charge and ordered to pay $50.

Kevin Bernard Williams, 34, of Thief River Falls — Received a stay of adjudication for trespassing (returning to a property within one year). Ordered to pay $50 and placed on unsupervised probation for one year.

Minnesota State Patrol Cases

Several motorists were cited for traffic violations across Pennington County and surrounding areas, including:

  • Jamie Wayne Hegland, 33, Middle River — Violation of the Hands-Free Law, $135, and a seat belt violation, $25.
  • Kenneth Wayne Barnes, 57, Thief River Falls — Speeding 65/55 mph, $125.
  • Corbin Mark Kelley, 19, Tacoma, Washington — Speeding 70/60 mph, $125.
  • Lloyd A. Kettelhake, 58, Lincoln, Nebraska — Speeding 64/60 mph, $125.
  • Jacob Douglas Kilian, 18, New Prague — Speeding 65/55 mph, $125.
  • Philip Taylor Luzier, 24, St. Cloud — Speeding 70/60 mph, $125.
  • Pierre Jacques Payne, 40, Viking — Expired driver’s license, $185.
  • Dustin Levi Skaggs, 29, Verona, Missouri — Speeding 70/60 mph, $125.
  • Blake Allan Tangquist, 54, Detroit Lakes — Seat belt violation, $110.
  • Walter T. Taylor Mulbah, 24, Grand Forks, North Dakota — Speeding 65/60 mph, $125.

Pennington County Sheriff’s Office Cases

Talon Joseph Novak, 19, of Grand Forks, North Dakota — Cited for underage consumption, fined $185.

Noah David Van Winkle, 19, of Grand Forks, North Dakota — Cited for underage consumption, fined $185.

Kevin Bernard Williams, 34, of Thief River Falls — Received a stay of adjudication for theft of motor fuel from a retailer and ordered to pay $125 and $40.23 restitution. He was placed on probation to the court for one year.

The bulletin reflects cases concluded through the Pennington County court system as of early October and includes citations handled by the Minnesota State Patrol, Thief River Falls Police Department, and Pennington County Sheriff’s Office.
