Otter Tail County (trfnews.i234.me) — Terrell Jamel Carter, age 21, was arrested on February 4, 2025, at 3:59 PM by Otter Tail County authorities.
Carter faces the following felony charges:

Law enforcement reports that Carter was involved in a dangerous incident where a firearm was discharged recklessly within city limits. He is also accused of using a weapon to assault another individual and possessing a pistol without the required permit.
Carter is currently being held while the case remains under active investigation.
