Addiction is health issue. We need to get people into treatment facilities instead of jails to hopefully get them to stop using. It is true though that someone addicted to meth or heroin will do anything to get their next fix or face horrible, horrible withdrawal symptoms. A very high percentage of people cannot stop using without intervention.
