Hennepin County ( trfnews.i234.me ) – Newly obtained court documents reveal more details about why a North Dakota State University football player was arrested in Hennepin County over the July 4th weekend.
According to investigators, the Hennepin County Water Patrol responded to Maynard’s Restaurant in Excelsior, Minnesota, on July 4, 2025, for a report of theft. The restaurant offers boat docks for customers, and a guest reported a Louis Vuitton Keepall 55 duffle bag missing from a boat cabin.
The reporting party, identified in documents as I.B., said the bag contained his car key, passport, Apple AirPods, flash drives, $400 cologne, about $25,000 in limited-edition clothing, between $5,000 and $10,000 in cash, and a Rolex Cosmograph Daytona Platinum watch valued at $227,999. The bag itself was worth $2,400.
Court filings allege that NDSU sophomore William Frattalone attempted to bring the bag into Maynard’s, but employees stopped him due to a policy against large bags. He told staff he needed to take it to his car and was escorted out before leaving the property.
Later, I.B. tracked his AirPods to a property in Excelsior. By July 5, Frattalone allegedly returned to the residence of “O.P.” with the bag, transferring it between vehicles. Witnesses told investigators that when confronted, Frattalone said his wealthy parents could “write a check” for the bag’s contents, but he never returned it.
Police executed a search warrant at Frattalone’s bedroom and found the Louis Vuitton bag with clothing still inside. The Rolex watch was not recovered. Officers also found video on his phone recorded aboard the boat on July 4, showing the storage area where the bag was kept.
Frattalone has been charged with felony theft, accused of taking, using, or transferring movable property without consent. The maximum penalty is 20 years in prison and/or a $100,000 fine. He is not currently in custody and is scheduled to appear in court on September 11.
