Murder and manslaughter charges against Minnesota state trooper dropped

MINNEAPOLIS, MN (trfnews.i234.me) – Hennepin County Attorney Mary Moriarty announced the dismissal of murder and manslaughter charges against Minnesota State Trooper Ryan Londregan for the fatal shooting of Ricky Cobb II during a traffic stop on July 31, 2023. Moriarty cited new evidence that made it impossible to prove Londregan’s actions were unauthorized, including Londregan’s claim that Cobb reached for his firearm and an MSP trainer’s testimony on shooting protocols.

Cobb’s family expressed disappointment, criticizing the lack of accountability for the killing of Black individuals by law enforcement [1]. Londregan’s attorney welcomed the decision, while law enforcement officials highlighted the difficult nature of police work.

The incident began when troopers pulled Cobb over for a traffic violation and discovered he was wanted for violating a no-contact order. Cobb refused to exit his vehicle and began driving away, leading Londregan to shoot him.
