Clay County (trfnews.i234.me) A St. Cloud man faces four charges after two incidents in Moorhead on March 13.

Faron Louis Clark, 32, was charged Monday in Clay County District Court. The charges include felony fifth-degree assault. He also faces fifth-degree criminal sexual conduct, obstructing legal process, and disorderly conduct.

Disturbance call in Moorhead

The case started around 12:50 p.m. near 24th Street North and 4th Avenue North. Officers were sent there after a disturbance report.

According to the complaint, Clark made threatening gestures when officers arrived. Police said he raised a clenched fist. He also kicked a glass panel at a nearby bus stop.

Police said Clark appeared intoxicated. The complaint says he refused a breath test and bit the tube. Officers also said he tried to kick an officer during the arrest.

Dispatch later confirmed Clark had an active arrest warrant. Officers then took him into custody. They brought him to the Clay County Detox Center because of his condition.

Report from detox staff

Police were called back to the detox center a short time later. A staff member said Clark approached her during intake paperwork. She told officers he touched her inappropriately.

The complaint says the staff member told Clark to return to his chair. Instead, he moved toward her in an aggressive way. Another staff member stepped in and held him back until police returned.

Prior record and jail status

Court records show Clark has prior convictions in Minnesota and North Dakota. Those include a Clay County fifth-degree assault conviction from December 2024. Records also list a 2023 North Dakota conviction for attempted assault on a peace officer. They also list a 2024 North Dakota misdemeanor sexual assault conviction.

The felony assault charge carries a maximum penalty of five years in prison. It also carries a possible $10,000 fine. Clark is currently being held at the Clay County Jail.
