Otter Tail County (trfnews.i234.me) – The Minnesota Bureau of Criminal Apprehension (BCA) has released the names of the two officers involved in a shooting last Wednesday, July 9, during a domestic violence investigation that ended in gunfire at a rest stop off Highway 10 near Frazee.

Authorities say 36-year-old Todd Burris, of Bemidji, fled a traffic stop in Detroit Lakes before pulling into the rest area near Frazee. When officers approached, Burris exited the vehicle and pointed a firearm at them, prompting a shootout.

Officers Involved:

  • Lt. Luke Sweere, Becker County Sheriff’s Office — 26 years of law enforcement experience

  • Officer Philip Vaughn, Detroit Lakes Police Department — 16 years of experience

Both officers opened fire after Burris allegedly aimed a weapon at them. Burris was struck in both legs and was transported to a hospital in Fargo, where he remains hospitalized.

Neither officer was injured, and both have been placed on standard administrative leave pending the outcome of the BCA investigation.

The incident remains under review by the Minnesota BCA, which is overseeing the official investigation into the officer-involved use of force.
