Hennepin County, MN (trfnews.i234.me) — A Minneapolis man is facing serious felony charges after allegedly using a vehicle as a weapon in a targeted attack earlier this month.
On May 6, 2025, around 7:49 p.m., surveillance footage captured a dark grey Chevrolet Impala pulling into an alley near 22nd Avenue North and Fremont Avenue North. The driver, identified as the mother of the victim’s children, exited the vehicle, followed by passenger Carlos Vondale Weems, 35.
According to police reports, the victim attempted to de-escalate the situation by maintaining distance from Weems, who was reportedly trying to provoke a fight. Witnesses stated that the woman appeared to be recording the confrontation on her phone.
Approximately five minutes later, Weems took the driver’s seat of the Impala. As the victim crossed the street, Weems allegedly accelerated and drove the wrong way on Fremont Avenue North, striking the victim. The impact was forceful enough to knock off the victim’s shoe and propel him onto the vehicle’s roof. The car continued driving before the victim was thrown off near a parking lot entrance. Additional surveillance footage showed the Impala later traveling westbound on 26th Avenue North with noticeable front bumper damage.
Emergency responders found the victim unconscious in the street, bleeding from the head and unresponsive. He was hospitalized and required 13 staples to his head. Prosecutors are awaiting full medical records to assess the extent of his injuries.
On May 20, authorities located the Impala parked near a residence on Emerson Avenue North. After initiating a traffic stop, Weems was taken into custody. In a recorded interview, Weems admitted to an ongoing conflict with the victim, including two physical altercations earlier that day. Investigators also discovered online videos appearing to show Weems fighting with the same man hours before the incident.
At the time of the alleged assault, Weems was on parole for a 2020 drive-by shooting case in Morrison County, for which he was serving a 78-month prison sentence. He had been released from prison in September 2024.
