Hancock, Stevens County (trfnews.i234.me) — A Hancock woman faces felony and drug charges. Investigators say a search found suspected drugs near two infants.

Judy Ann Birr, 38, of Hancock, is charged with one felony count. She also faces two gross misdemeanor counts.

  • Felony: Store meth paraphernalia in a child’s home (152.137.2(a)(4)).
  • Gross misdemeanor: 5th-degree possession of cocaine (152.025.2(a)(1)).
  • Gross misdemeanor: 5th-degree possession of methamphetamine (152.025.2(a)(1)).

What investigators say happened

According to the complaint, a regional task force served a search warrant on January 21, 2026. The warrant targeted an apartment in the 90 block of Washington Avenue in Hancock.

The complaint lists the team as the CEE-VI Drug Task Force. Investigators said Birr was inside with two children.

Court papers identify the children as Child 1 and Child 2. Child 1 was born in December 2025. Child 1 was about one month old.

Child 2 was born in February 2025, the complaint says. Investigators reported drug items in a west bedroom.

Items found during the search

Court papers say agents searched a purse linked to Birr. They reported finding a small baggie with about 0.18 grams of powder. They said it tested positive for cocaine.

Agents also reported items on a nightstand in the same room. They listed a digital scale, snort tubes, and a dollar bill with white powder.

They also described a makeup container holding a line of crystal substance. Investigators said the substance weighed about 0.08 grams. They reported it tested positive for methamphetamine.

Investigators also reported seeing “meth lines” in the room. Two infants were present in the home, the complaint says.

Charges and court status

The felony count cites Minn. Stat. § 152.137, subd. 2(a)(4). The possession counts cite Minn. Stat. § 152.025, subd. 2(a)(1).

After a rights warning, Birr allegedly admitted to using meth the night before. She reportedly said the cocaine was a birthday gift.

Judge Melissa Listug set bail at $0 with conditions. The court also set $10,000 bail without conditions.

Release terms include obeying the law and attending all court dates. The case is filed in Stevens County.

  1. I get if a person wants to destroy their own life.. that’s their choice. I don’t get what motivates people to destroy their children’s life.. they are completely innocent. Thank goodness for police officers and intervention.
