Local Law Enforcement handled several cases 5-21-2024

  • Thief River Falls Police Department Cases:
    1. Anthony Joseph Briseno, 45, from Inver Grove Heights, faced a gross misdemeanor fifth-degree controlled substance crime with a previous conviction. He was fined $135 and served 91 days in jail, with the felony charge of third-degree burglary dismissed.
    2. Kash Michael Quam, 21, from Thief River Falls, was charged with third-degree refusal to submit to a breath test. He received a $615 fine, 364 days in jail stayed for two years, and probation for two years, with recommended treatment and aftercare. Charges of obstruction of the legal process and fourth-degree assault of a peace officer were dismissed.
    3. Tanner Wayne Anderson, 24, from Roseau, faced a driving after suspension charge, with the charge of failure to provide insurance later dismissed.
    4. Graham Alan Burstad, 38, from Thief River Falls, received a $115 fine for expired registration.
    5. Edwin Enrique Fonseca Declet, 35, from Thief River Falls, faced disorderly conduct charges and was fined $210 with 10 days in jail stayed for six months, with a dismissed charge of domestic assault.
    6. George Henry Molash, 51, from Thief River Falls, received a $300 fine with unsupervised probation for one year for driving after cancellation charge.
    7. Meghan Lorraine Semrud, 38, from Thief River Falls, had a charge of failure to provide insurance dismissed.
  • Pennington County Sheriff’s Office Cases:
    1. Arelys Del Socorro Zamora Lumbi, 22, from Thief River Falls, faced a driver’s license violation and was fined $185.
    2. Jobe Jay Lunski, 30, from St. Hilaire, faced a second-degree driving while impaired charge and received a $915 fine, 364 days in jail stayed for four years, and probation for four years, with recommended treatment and aftercare.
    3. Cara Rose Waage, 41, from Roseau, received a $125 fine for a traffic violation.
    4. Monique Francesca Stahlman, 55, from East Grand Forks, was fined $125 for speeding at 70 mph in a 60 mph zone.
    5. Troy James Taggart, 53, from Newfolden, received a $125 fine for speeding at 65 mph in a 55 mph zone.
    6. Hannah Joy Marie Riendeau, 23, from Red Lake Falls, was fined $125 for speeding at 70 mph in a 60 mph zone.
    7. Wayne Allyn Russell, 44, from Warroad, was fined $110 for not wearing a seat belt, with the charge of no proof of insurance dismissed.
    8. Jessica Ronelle Auginash, 31, from Redby, was fined $135 for speeding at 69 mph in a 55 mph zone.
    9. Kaye Lydia Marvin, 76, from Fargo, N.D., was fined $225 for speeding at 75 mph in a 55 mph zone.
    10. Llayson Joe Novacek Ottesen, 19, from Thief River Falls, was fined $135 for violating the Hands-Free Law by initiating/composing/sending/retrieving/reading electronic messages.
    11. Angel Osvaldo Oyervides, 20, from Brownsville, Texas, was fined $185 for driving without a valid driver’s license
