Stutsman County (trfnews.i234.me) – A Jamestown man is facing several felony and misdemeanor charges after three law enforcement officers were injured during a November 12 arrest, according to new court documents filed in Stutsman County District Court.
Dylan Jay Biloff, 38, of Jamestown, is charged with two counts of simple assault on a peace officer, preventing arrest, and disorderly conduct. The charges stem from a late-night response in the 600 block of 34th Avenue NW after a 911 call reported a domestic disturbance.
Victim Recants Initial Allegations
According to the documents, a woman told responding officers that Biloff had placed a pillowcase over her head in an attempt to smother her. She later recanted this claim and said Biloff had not assaulted her that night. There are no current domestic assault charges tied to those statements.
However, the recantation did not affect the charges related to the injuries suffered by the officers during the arrest.
Officers Injured During Struggle
Documents outline a chaotic scene in which Biloff reportedly attempted to evade officers multiple times. When told he was being detained, he tried to retreat into his residence. After he was handcuffed, he allegedly attempted to flee again while being escorted to a patrol vehicle.
One officer suffered a facial injury after being struck. Another officer reported a knee injury described as a popping sensation followed by pain and weakness. A third officer experienced a cut inside his lip and neck pain during the struggle.
Officers eventually used a restraint device to secure Biloff before he was transported to the Stutsman County Correctional Center. All the injured officers were treated at Jamestown Regional Medical Center and released.
Biloff remains charged in connection with the reported assaults on law enforcement. His initial court appearance has not yet been scheduled.
