Becker County, MN (trfnews.i234.me) – Troy Ray Gibson, 57, of Frazee, has been charged in Becker County District Court with two felony counts of first-degree criminal sexual contact.
According to court records, in January of 2024, a Becker County sheriff’s investigator received a report of sexual assault that occurred several years ago in Frazee.
A teen girl had reported to her local police department that Gibson sexually abused her when they lived in Frazee. The girl and her siblings were placed in foster care in 2010 and thereafter adopted. A Cornerhouse Interview of the girl was conducted, during which she disclosed that the sexual abuse started when she was potty training and wearing a pull-up type diaper. She would go to the bathroom in the middle of the night and Gibson would lock the door and sexually abuse her. This happened on more than one occasion. She also saw Gibson do sexual things to another young girl in the household more than once.
In February 2024, the investigator spoke with the other girl, now a young woman, who stated that when they lived in Frazee, Gibson would get drunk a lot, bring her into bed and have sex with her. She stated she was three to four years old when he started sexually abusing her and that it continued until she and her siblings were taken into foster care when she was about 8 years old.
Gibson told the investigator that the kids were taken away in 2009 because their mother hit them and he spanked them with a belt. He denied ever having the kids sleep in bed with him or any sexual abuse.
The investigator also spoke with the girl’s mother, who stated she and Gibson broke up in 2009 and that when they were together she worked at a bar and was gone many overnights. She saw things that concerned her between Gibson and the older girl. On about a half dozen occasions, she would come home and see Gibson in bed with the girl.
Gibson had been in prison since 2012, serving a sentence for a first-degree criminal sexual conduct conviction, and was released in October of 2024.
The new charges were filed prior to his release, and on Oct. 22 bail or bond with no conditions was set at $500,000. Bail or bond was set at $175,000 with conditions that include no contact with either victim, no drinking or mood‐altering chemicals, and compliance with all predatory offense registration requirements and conditions of probation. A domestic abuse no-contact order was issued.
Gibson’s next court appearance is set for Dec. 16 before District Court Judge Gretchen Thilmony.
