a homeless man in fargo is in jail following a shoplifting and fleeing and food incident thursday night according to fargo police at 7 45 p.m thursday they were dispatched to fleet farm for a shoplifting in progress dispatch was told a male had fled and provided a detailed description of him officers located him on 37th avenue south about a block away where he ran from officers officers set up a perimeter and eventually located the mail identified as philip jerry peltier 31 years old with no permanent address in a backyard on the 3200 block of 37th avenue south peltier was taken into custody without incident and arrested for refusal to halt two unrelated warrants and charges for theft have been filed i’m Neil Berg reporting for trfnews.i234.me
