High-Risk Sex Offenders Register as Homeless in Fargo

FARGO, N.D. (trfnews.i234.me) – The Fargo Police Department has reported that two high-risk sex offenders have registered as homeless within the city.

Offender Details:

1. Dustin Monroe Smith
   • Age: 40
   • Physical Description: 6 feet tall, 175 pounds, blue eyes, brown hair
   • Conviction: In 2020, Smith was convicted of indecent exposure in Cass County District Court, North Dakota.
   • Registration Status: High-risk lifetime registrant
   • Current Status: Registered as homeless in Fargo
2. Randal Dean Adams
   • Age: 54
   • Physical Description: 5 feet 7 inches tall, 178 pounds, brown eyes, black hair
   • Conviction: In 2009, Adams was convicted of criminal sexual assault in Hubbard County, Minnesota. The victim was an adult female.
   • Registration Status: High-risk lifetime registrant
   • Current Status: Registered as homeless in Fargo

Both individuals have been assessed as high-risk offenders by the North Dakota Sex Offender Risk Assessment Committee.
