What they uncovered was a disturbing case of child exploitation and human trafficking that has sent shockwaves through the community.

The deputies found a 14-year-old girl visibly under the influence of drugs, clearly in distress. Initial questioning revealed she had been brought from Minneapolis to the Mahtomedi apartment, where she was allegedly drugged and sexually assaulted by two men. The gravity of the situation prompted authorities to involve the East Metro Human Trafficking Task Force (EMHTTF) for a deeper investigation.

Investigative Findings and Shocking Surveillance Footage

EMHTTF investigators uncovered a horrifying pattern through surveillance footage. Over the past few weeks, multiple females in intoxicated states had been brought into the Mahtomedi apartment by suspected traffickers. This evidence painted a grim picture of ongoing exploitation.

Suspect Identification and Charges

The investigation led to the identification of Billy Ray Wiley, who allegedly transported juvenile girls to the residence owned by Michael Lewis. Both suspects face serious charges:

  • Billy Ray Wiley: one count of sex trafficking a minor and criminal sexual conduct in the first degree.
  • Michael Lewis: two counts of criminal sexual conduct in the third degree.

Community and Law Enforcement Response

Washington County Sheriff Dan Starry emphasized the county’s commitment to eradicating human trafficking: “We are dedicated, along with our local public safety partners, to combat sex and human trafficking within our communities. We do this by vigorously investigating and charging those who exploit juveniles and adults in Washington County.”

County Attorney Kevin Magnuson expressed heartbreak over the case, stating, “It’s heartbreaking to know these men brought a 14-year-old girl into our community and sexually assaulted her. Our thoughts and prayers are with the victim and her family. We are prosecuting this case to the fullest extent of the law.” He also highlighted the importance of the local human trafficking task force in keeping communities safe.
