Fargo Man Arrested on Felony Child Abuse and Neglect Charges

On April 5, 2025, Fargo police arrested 42-year-old Andrew Joel Noreen on felony charges of child abuse and neglect. A 911 caller reported hearing yelling and a child exclaiming, “You’re hurting me.” Upon arrival, officers interviewed the child, who alleged that Noreen threw a book, struck the child’s arm cast, grabbed the child by the neck, and covered the child’s mouth, making it difficult to breathe. Noreen was found to have a blood alcohol concentration of .30 and was medically cleared before being taken to jail.
