Instead of fines, the city should give them incentive to clean up the park.
I worked in Fort Totten back in the early 2000s ,and the tribe hid $20 bills in the town.
The residents had to pick up trash in order to find the money.

Maybe they should be considering putting them to work, if they are able to, by picking up litter, emptying trash cans maintaining landscaping, etc, instead of fining them for money they don't have. Give them a leg up, not a slam down.
