Fargo, Cass County (trfnews.i234.me) — A Fargo man has been charged with felony indecent exposure following an incident at Dyke East Park along the river, according to police reports.
On Monday, July 28th, at approximately 5:18 p.m., officers responded to a report of a man exposing himself in a parked vehicle. A female caller stated she was sitting in the parking lot when a vehicle pulled up beside her and the male driver, later identified as Larry Phillip Hirchert, began masturbating.
The caller reported that Hirchert had a phone propped up on his steering wheel and was actively moving his right hand up and down, visible to bystanders. When officers arrived, they observed families and bicyclists in the area, including children.
Police located Hirchert’s vehicle parked near a community porta-potty and witnessed him masturbating to content displayed on his phone. Upon being confronted, Hirchert admitted to his actions, stating he was “being dumb” despite acknowledging children were nearby.
Authorities also confirmed Hirchert has a prior indecent exposure conviction from March 31, 2025. He was arrested on the scene, transported to jail, and formally charged with felony indecent exposure.
