The proposed regulations target behaviors such as public smoking, camping on public property, vandalism, and obstructing sidewalks and streets. One significant change allows police to charge offenders with misdemeanors, carrying a maximum penalty of 90 days in jail or an $11,000 fine. Duluth Mayor Roger Reinert emphasized that the policy aims to underscore the importance of residents being responsible for their choices and behaviors.
