Cleo F. Rowe – TRF News-Obit

Cleo F. (Legg) Rowe, 86, Grand Forks, ND, passed away on Friday, February 20, 2026 at Maple View Memory Care.  

She was born June 3, 1939, to Dorance J., Sr., and Lenora (Oliver) Legg in Devils Lake, North Dakota.  Cleo graduated from Grand Forks Central High School in 1957.  On June 6, 1959, she married Neil C. Rowe.  She worked as an Information Processing Operator at UND Rehab from 1977-2000.   Cleo was active in the community and her church.  She was a member of the Order of the Eastern Star since 1973 and was elected as Worthy Matron in 1983.  She also held various offices at the state level.  Cleo received her Grand Cross of Color in 1987 from the International Order of Rainbow for Girls, for exemplary service.  Cleo was also a member of the American Legion Auxiliary Post #157, and VFW Auxiliary Post #3817, both of East Grand Forks, MN, and Wesley United Methodist Church in Grand Forks for over 60 years. Cleo and Neil spent many years at their lake home on Maple Lake, enjoying visits from family and friends.  After retirement they spent 10 winters in Alamo, Texas, and 11 winters in Mesa, Arizona.  

Cleo is survived by her sons, Jack (Cheri) of Florida, and Glen of Wisconsin; grandchildren, Jack (Michela) and Jennifer; great-granddaughter, Emory; a brother, Chuck; sisters, Lorraine (Kenton) Harmon, and Judi Lowe.  

Cleo was preceded in death by her husband Neil, a granddaughter, Christy Rowe, and brothers, Jack, Howard, and Dick.  

Memorial Services with an Order of Eastern Star Service will be at 11:00 a.m. on Thursday, February 26, 2026, in Zion United Methodist Church, Grand Forks.  Visitation will be for one hour prior to the service in the church.  

In lieu of flowers, memorials may be given to Cure Alzheimers Research Center.
