Clearwater County (trfnews.i234.me) – Conrad Clinton Burns, 24, of Bagley, is facing charges of impaired driving after his arrest on January 17, 2026. Burns was stopped by law enforcement while they were attempting to serve a felony robbery warrant at his residence in Clearwater County.

At the scene, officers discovered Burns sitting in a running vehicle. He appeared disoriented and spoke slowly. Burns was arrested on the outstanding warrant and taken to the Clearwater County Jail. While there, he was asked to submit to a urinalysis test. The results came back positive for methamphetamine and amphetamines.

Burns allegedly remarked that the results “were not going to come back negative.” His record shows two prior impaired driving-related license revocations in 2022 and 2024, and he also has a history of criminal charges involving assault and theft.

Details of the Arrest

The incident occurred around 1:17 p.m. on January 17, 2026, when a Clearwater County Deputy arrived at Burns’ residence in the 33700 block of County Road 7 to serve an arrest warrant. When the deputy arrived, they observed a running vehicle in the driveway with Burns sitting inside. Upon speaking with Burns, the officer noticed he appeared dazed, with slow speech patterns.

Burns was taken into custody and later tested positive for drugs. This led to the gross misdemeanor charge of second-degree driving while impaired. He faces legal consequences for operating a vehicle under the influence of drugs.

Court Hearing and Bail Set

Burns’ bail was set at $6,000 with conditions or $12,000 without conditions by Judge Kathryn Lorsbach on January 20, 2026. As part of the conditions, Burns must remain law-abiding and attend all future court appearances.

Burns’ case highlights the ongoing concerns over impaired driving and drug use. His previous criminal record and license revocations further complicate his situation.
