Beltrami County (trfnews.i234.me) — A Cass Lake man is facing a new felony charge in Beltrami County.

According to a criminal complaint, 36-year-old John Jacob White is charged with knowingly failing to meet Minnesota predatory offender registration rules. The charge was filed in Beltrami County District Court.

What The Complaint Says

Prosecutors say White signed Minnesota predatory offender registration forms in 2014 and 2016. The complaint says those forms explained his legal duties. Those duties included reporting address changes and returning verification forms on time.

Court records say White later listed 1318 Porcupine Road SE in Cass Lake as his primary address. That address appeared on a signed verification form in April 2024. It also appeared on a change-of-information form in November 2025.

The complaint says annual verification forms were mailed to that Cass Lake address in December 2025. Prosecutors say White did not return them within 10 days. That deadline was listed in the mailing, according to the complaint.

Compliance Check And Arrest

Investigators then carried out a compliance check on Feb. 4, 2026. The complaint says White was not found at the listed address. The homeowner, identified in court records as White’s mother, told authorities he no longer lived there. She said he was staying in the Twin Cities area.

The complaint also says White had an active probation warrant at that time. Court records listed warrants in several Beltrami County cases. Prosecutors also cited a misdemeanor theft citation from Bloomington in December 2025.

Authorities later arrested White on Feb. 25, 2026, on outstanding warrants.

Possible Penalty

The new charge is a felony under Minnesota Statute 243.166. The complaint lists a maximum penalty of five years in prison, a $10,000 fine, or both.

The filing also includes a summary of White’s prior criminal history. That history includes past convictions and pending cases. Those matters include DWI, drug, theft, and firearm-related cases. Still, this new case focuses on the registration allegation.

A criminal complaint contains allegations. It is not a conviction. White has the right to answer the charge in court.
