Cass County (trfnews.i234.me)A Moorhead man has been sentenced to 10 years in prison following a violent drug-related incident in rural Cass County, North Dakota.

On July 31, 2024, Starmaine Hoeper, 34, was involved in a drug transaction that escalated into violence. According to court documents, the victim reported that he was robbed and shot by Hoeper during the deal. The victim sustained a gunshot wound to the lower abdomen and injuries to his face, requiring medical attention. He managed to call 911 and was transported to a hospital for treatment.

Investigations revealed that Hoeper and the victim knew each other and had arranged to meet for a drug transaction. During the meeting, the victim handed over money, but the group was unable to procure the drugs. When the victim requested his money back, tensions escalated. Hoeper and an accomplice ordered the victim out of the vehicle, and during the confrontation, Hoeper shot the victim. Hoeper later claimed the shooting was accidental and intended to scare the victim.

Hoeper was arrested on August 1, 2024, and charged with attempted murder, possession with intent to deliver fentanyl, unlawful possession of a firearm, and aggravated assault. In a plea deal, the attempted murder charge was dismissed, and Hoeper pleaded guilty to the remaining charges. He was sentenced on May 12, 2025, to 10 years in prison.

The accomplice, Kyle McLeod, faces charges of robbery, terrorizing, and conspiracy. His trial is scheduled for June 2025.
