Ray was also convicted in the U.S. Federal Court in North Dakota on June 20, 2014. Court records show he answered an online ad involving minors for sex. He was informed that the female was 14 years old and her “foster father” was offering her virginity for money. Ray agreed on a price for oral sex and was arrested in the parking lot of the planned meeting spot. He was sentenced to 30 months in federal custody and five years of supervised release.
Registry details describe Ray as White, 6 feet 2 inches tall, weighing 192 pounds, with brown eyes and brown hair. His skin is listed as fair. Scars include a forehead mark and another under his left nostril. His registered address is on North 16th Street in Bismarck.
The Attorney General’s Office notes his risk level as moderate, with lifetime registration required. His ethnicity is recorded as non-Hispanic or not Latino.
Officials emphasize the registry is for public safety. Misuse of registry information for harassment or criminal activity is illegal. Identification must be verified through fingerprints.
