Bismarck (trfnews.i234.me) — A shocking case of animal cruelty has surfaced in Bismarck as authorities charge Rolanda Yvette Touche with felony animal abuse after a disturbing video captured her beating a dog.
According to a statement of probable cause, the incident occurred on February 25, 2025, when a witness recorded Touche repeatedly hitting, kicking, and choking a brown dog outside her home at 822 North 17th Street. The video, now in the hands of law enforcement, shows Touche:
Wrapping a rope around the dog’s neck
Kicking the dog with apparent force, causing visible pain
Hovering over the dog while it cowered in fear
Punching the dog in the head
Authorities noted that Touche has a history of animal neglect cases at the residence, further deepening concerns about her treatment of animals.
