Benson County (trfnews.i234.me) — Former Benson County Deputy Chief Travis Carlson appeared in court via Zoom this week to face 13 criminal charges, including three felonies and multiple misdemeanors tied to alleged misconduct during his time in law enforcement.

The charges include tampering with public records, official oppression, disorderly conduct, and refusing to perform duties. Allegations span from 2023 through 2025 and involve illegal arrests of tribal members on the Spirit Lake Nation, sexual harassment claims, falsifying probable cause statements, and failing to file required reports.

Court Proceedings

During the hearing, Judge Donovan Foughty read each count into the record, confirming Carlson’s understanding of the charges. The felonies carry potential five‑year prison terms and $10,000 fines; misdemeanor counts carry lower penalties ranging from 30 days to 360 days in jail.

Carlson’s defense argued he has strong community ties, is the sole provider for his 11‑year‑old daughter, and has no prior criminal history. The state countered by citing Carlson’s pattern of misconduct across multiple agencies, referring to him as a “wandering cop” who has avoided accountability in past roles.

Bond Decision

Judge Foughty set bond at $10,000 cash or surety and imposed several conditions:

  • No contact with alleged victims or the Benson County Courthouse except through legal counsel.

  • No entry onto Spirit Lake Nation lands.

  • GPS monitoring and home detention from 8 p.m. to 7 a.m.

  • Compliance with pre‑trial services.

  • Prohibition on working as a licensed peace officer in North Dakota during the case.

Carlson’s employment status with the Benson County Sheriff’s Office remains unclear, though interim sheriff Dick Horner indicated Carlson’s services would not be retained following the arrest and the resignation of Sheriff Ethan Rode earlier in the week.

Carlson previously faced discipline and terminations at several law enforcement agencies across North Dakota and South Dakota, including the Belfield Police Department and Dunn County Sheriff’s Office, with allegations ranging from sexual misconduct to mishandling evidence.

Further hearings are expected as the case moves forward.
