Hmmm maybe it happens when you run a city in the ground? Not encouraging big paying jobs. Choices in bemidji are mostly retail sales or food worker . Basically Walmart or McDonald’s. Then charge a fortune for rent. Higher taxes with little investment in homelessness prevention.
