Belcourt, NDA Belcourt man has been sentenced to life in federal prison after being convicted of multiple counts of sexual and domestic assault, including two counts of sexual abuse by threat of death or serious bodily injury and two counts of domestic assault by strangulation.

Horrific Abuse and Investigation

According to court documents and the FBI investigation, Justin Lee Baker, 44, engaged in brutal sexual and physical abuse against multiple women over several years.

  • In August 2020, law enforcement responded to a domestic disturbance in Belcourt, where a woman reported being severely beaten by Baker.
  • The victim had extensive bruising across her face, neck, chest, arms, and legs, along with a laceration on her head.
  • Three years later, in August 2023, the FBI interviewed the victim again, uncovering horrific sexual assaults, including the use of objects that caused excruciating pain.
  • The victim stated she believed Baker was going to kill her—he had strangled her to the point of near unconsciousness.

More Victims Identified

As the FBI’s investigation continued, additional victims came forward with similar accounts of physical and sexual violence at the hands of Baker.

  • A second woman reported being held captive in Baker’s camper, where she was beaten and sexually assaulted.
  • She recalled Baker threatening to kill her, stating she would be “six feet under”.
  • Like the first victim, she also lost consciousness during the attack.

Federal Sentencing

Baker was sentenced to life in prison on January 28, 2025, in a North Dakota federal courtroom.

FBI Special Agent in Charge Alvin M. Winston Sr. stated:

“The horrendous sexual abuse committed by Justin Lee Baker is cruel and reprehensible… this sentencing sends a clear message: the FBI will relentlessly pursue those who prey on others, especially the innocent and defenseless, and ensure they are held accountable.”

U.S. Attorney Mac Schneider added:

“Domestic violence and sexual abuse are serious crimes… We will not hesitate to bring abusers to federal court to face justice.”
