CASS COUNTY, ND (trfnews.i234.me) – A formal charge has been filed against Starmaine Hoeper of Moorhead in connection with a July 31st shooting near the KFGO towers south of Fargo. Hoeper faces multiple charges, including attempted murder, possession with intent to deliver fentanyl, unlawful possession of a firearm, and accomplice to aggravated assault.
According to the statement of probable cause, the incident occurred on July 31st when the victim called 911 to report he had been shot. Deputies found him with a gunshot wound to his lower abdomen. The victim briefly spoke with deputies, revealing that two males had robbed him, with one of them shooting him. The suspects were reportedly driving a silver minivan with tinted windows. The victim identified one assailant as a black male, who was the shooter, and the other as a Native American male.
The victim was transported to the hospital and is currently receiving treatment. Deputies collected his cell phone at the scene. A friend of the victim later contacted authorities, stating he had been with the victim prior to the shooting. He reported dropping the victim off at the Perkins Restaurant and Bakery parking lot in Fargo on the evening of July 31st, where the victim had planned to meet someone, although the friend was unsure who.
As of now, no other charges have been filed against additional suspects. The investigation continues as Hoeper faces the severe charges brought against him.
