FARGO, ND (trfnews.i234.me) Fargo City Commissioner Michelle Turnberg is bringing up some proposals to fix the homeless problem during Monday’s meeting. One of them is to offer some homeless people jail or a bus ticket home.

If stipulations are set so Fargo doesn't get an influx of homeless just to get a bus ticket to some where else. The shelters need to work on helping instill dignity.
Minneapolis Chicago San Francisco and Portland are great choices

But what are you going to do about people that are on parole and probation and can't leave the state and all that? They are still faced with homelessness and can't go home. Which, in turn creates more crime since they have no other way to survive.

Seems sensible. If they want to go elsewhere, help them do it. In some scenarios, they'll be near the best support system (their family).
