(trfnews.i234.me) – Court records reveal that between 2018 and 2021, Heba Ismail, owner of Cairo Restaurant and Bar in Fargo, submitted falsified timesheets to Personal Care Assistance (PCA) agencies, leading to an overpayment of Medicaid funds totaling $64,926. Of this amount, Ismail received $46,894 in wages. She was convicted of felony theft by false representation on November 1, 2024.
As a result of the conviction, Fargo City Commissioners suspended Cairo’s liquor license on November 25, 2024. The business must cease alcohol service by December 7, 2024.
Cairo has a controversial history, with previous violations including hosting after-hours events. The venue, formerly Africa Night Club, has been associated with noise complaints, license suspensions, and violent incidents. Despite initial promises to run a family-friendly establishment, Cairo has drawn criticism for promotional events and late-night operations.
Fargo police confirm that officers are monitoring the business to ensure compliance with legal guidelines during this period. Ismail’s sentence includes 60 days in the Hennepin County Workhouse, five years of probation, and repayment of the full $46,894.
