West Fargo Pair Indicted in Alleged Sex-Ring Case

WEST FARGO, N.D. (trfnews.i234.me) — Two West Fargo residents face federal charges connected to an alleged commercial sex operation involving women from China.

Wanting Qiu, 54, and William Clyde Satrang, 76, appeared in federal court Monday, October 19, for detention hearings.

Prosecutors allege Qiu operated a commercial sex business from Fargo-area hotels.

The investigation includes allegations of racketeering, money laundering, and exploiting women brought into the Fargo area.

Federal Prosecutors Describe Alleged Sex Operation

According to federal court proceedings, Qiu allegedly arranged for Chinese women to travel by plane to Fargo.

Prosecutors say she picked them up at the airport and transported them to local hotels.

The women reportedly stayed for four to five weeks while engaging in commercial sex acts with adult men.

Prosecutors alleged the women often spoke little or no English and lacked independent transportation.

Federal authorities described the alleged operation as involving the exploitation of Chinese nationals.

Qiu also reportedly used the names “Gina” and “Suzi.”

Investigators Say Operation Continued Despite Police Encounters

Prosecutors told the court that Qiu continued her alleged activities despite several encounters with law enforcement.

At least one hotel reportedly removed the operation from its property.

Instead of stopping, Qiu allegedly changed payment methods and moved money between accounts.

Federal court records indicate she controlled 24 bank accounts used for financial transactions.

Prosecutors also accused Qiu of making false statements and submitting improper documents to immigration authorities.

Prosecutors Question Marriage to Minnesota Man

Qiu reportedly entered the United States approximately three years ago.

She married a man from Menahga, Minnesota, after developing an online relationship.

Federal prosecutors questioned whether the marriage was genuine.

They alleged Qiu spent most of her time operating the hotel-based business rather than visiting her husband.

Those claims remain allegations and have not been established through a criminal conviction.

Wanting Qiu Faces Multiple Federal Charges

Qiu faces a federal racketeering conspiracy charge and five related counts involving interstate or foreign commerce.

Additional charges include money laundering conspiracy, transportation for prostitution, and coercion and enticement for prostitution.

She also faces seven aiding and abetting counts, according to her arrest warrant.

Qiu was arrested October 13.

During her detention hearing, prosecutors argued that releasing her could create a flight risk.

The court ordered Qiu held in custody pending trial.

William Satrang Released Under Court Conditions

William Clyde Satrang, also known locally as “Wild Bill,” was arrested October 15.

He faces one federal count of conspiracy involving interstate and foreign facilities in aid of racketeering.

Satrang previously operated an auto dealership in the Fargo area.

He also has a criminal history that includes a previous federal drug conspiracy indictment.

Publicly available documents have not detailed his specific alleged role in the current operation.

Following Monday’s hearing, Satrang was released under court-ordered conditions.

Those conditions include travel restrictions, regular reporting, and limits on contact with witnesses and codefendants.

Federal Investigation and Court Proceedings Continue

The grand jury indictment remained sealed during the October 19 court proceedings.

Additional defendants could be identified as the federal investigation continues.

Federal court records can be searched through the PACER public court records system.

Additional detention hearing details were published by Valley News Live.

Both defendants are presumed innocent unless proven guilty beyond a reasonable doubt.
