Red Lake Falls Man Faces Meth, DWI Charges
Red Lake Falls (trfnews.i234.me) — A Foley man faces four charges following an August 12 traffic stop in Red Lake Falls.
Albert Justin Sevigny is charged with felony third-degree controlled substance possession.
He also faces misdemeanor DWI, driving after revocation, and failure to provide proof of insurance.
Traffic Stop Leads to DWI Investigation
According to the complaint, authorities followed Sevigny’s vehicle through Red Lake Falls around 1:46 p.m.
The vehicle allegedly had a loud exhaust and made a turn without providing the required signaling distance.
Authorities then stopped the vehicle at a local gas station.
Investigators reported that Sevigny had rapid speech, bloodshot eyes, and constricted pupils.
They also reported frequent eye movements and other possible signs of drug impairment.
Sevigny was asked to complete field sobriety tests.
The complaint says investigators observed several signs they believed were consistent with impairment.
These included body sway, eyelid fluttering, and problems estimating the passage of time.

Authorities arrested Sevigny on suspicion of driving under the influence of a controlled substance.
Meth Residue Allegedly Found in Backpack
A search of the vehicle allegedly uncovered a black backpack on the rear passenger seat.
Inside, investigators found several small spoons, according to court records.
One measuring spoon allegedly contained a crystal-like residue.
The residue later tested presumptively positive for methamphetamine using a field-test kit.
Prosecutors allege the backpack was within Sevigny’s reach while he drove.
They also allege his route passed within the legally defined park zone around Riverside Park.
That allegation forms the basis for the felony third-degree drug possession charge.
Four Charges Filed
The felony drug count carries up to 20 years in prison under the complaint.
It also carries a possible fine of up to $250,000.

The DWI count alleges Sevigny operated the vehicle while under the influence of a controlled substance.
A urine sample was collected under a search warrant and submitted for laboratory analysis.
The complaint does not provide a laboratory result for that sample.
Sevigny also allegedly had revoked driving privileges and could not provide proof of insurance.
